A building's use is a planning fact, not a description. Changing it requires consent even where nothing structural happens, because the assessment is about what the activity does to the surrounding area, not what the walls look like.
A home industry in a residential area is assessed on compatibility — how it operates, what it generates, and how the neighbours are affected. Retaining the building's existing character removed the built-form argument and left the use itself to demonstrate.
The documentation carried it: a change of use application that answered the questions council asks before it had to ask them.
