A pool is rarely questioned on the idea of a pool. It is questioned on what surrounds it — a significant tree at the front of the property, a sewer line under the yard, and a site too tight to bring machinery through.
Each of those is a planning question before it is a construction one. The tree governs where excavation can happen. The sewer line governs the layout, and brings in an authority whose requirements have to be satisfied. Access governs whether the work is possible at all; here it was arranged through a neighbouring block.
Resolved on paper first, the application arrived carrying its own answers. That is the difference between an application that is assessed and one that is argued.
